Scioto County is crossed by the Scioto River. The word "Scioto" is an Indian word meaning "deer". In this county is Ohio's largest state forest, Shawnee Forest, often called "Little Smokies of Ohio".
Portsmouth was laid out where the Scioto River meets the Ohio by Henry Massie in 1803. The city's location has enabled it to maintain its size and industrial activity. Portsmouth was the childhood home of Roy Rogers.
