He was born Jan. 18, 1946, in Mt. Vernon, Ill., the oldest of five children of Ella McLeod Shebley and Justin "Jerry" Shebley. He lived and attended schools in Klickitat County, leaving Lyle to join the Navy on Jan. 28, 1963. After completing his service, he returned to Lyle where he worked at various jobs in the lumber industry until re-enlisting in the Navy.

He also spent time as a recruiter. He had achieved the rank of Chief Boatswain Mate (E-7) when his health forced his retirement. After retirement, he worked for the Postal Service, Mervyn's and as a security guard.
He enjoyed working on classic cars, most recently his second 1965 Barracuda. He was an Entered Apprentice Mason and a member of Mid-Columbia Car Club.
