Born at Belleville, Virginia (now West Virginia), August 21, 1847; educated in the com- mon schools and in the National Normal University, of Lebanon, Ohio; has been a constable, justice of the peace and county surveyor; is at present engaged in fanning and surveying; was elected as a member of the House of Delegates in 1916; in 1917 served on the following com- mittees: Immigration and Agriculture, Humane Institu- tions, Federal Relations.
