Va., served four years as State senator from the fourth senatorial district of West Virginia; was elected as Representative in Congress from the fourth congressional district in 1902, and served in the Fifty-eighth Fifty-ninth, Sixtieth, and Sixty-first Congresses; was elected November 7, 1916, to fill the unexpired term of Judge Hunter H.
