Sharpsville Fire Chief Named 'Outstanding Employe'

Harry "Dutch" Rapp, Sharpsville fire chief has been named Outstanding Career Government Employe for Civil Service and will receive an award at the league's sixth annual awards dinner May 12 in Harrisburg.

The award, given by the non-partisan, nonprofit organization, is to "recognize and acknowledge individual career employees for substantive achievement and or outstanding contributions to local and state governments operations," according to Raymond W. Clugh, chairman of the league.

Rapp's name was submitted to the league for consideration by Sharpsville Mayor Herbert J. Rockwell and Samuel Rosa, president of the Borough Council.

In submitting his name, borough officials wrote:

"We will try to list his achievements on which we base this nomination briefly, because any embellishment would make the letter impossibly long."

Rapp joined the Sharpsville Volunteer Fire Department in 1928, and was elected president of the the department in 1931.

He was assistant chief for 18 years and chief for seven in the volunteers, before becoming a paid fireman in 1941.

He was appointed chief of the paid department in 1966, and holds a life membership in the volunteers.  He is a graduate of the state fire school at Lewistown, Pa., and has six certificates from locally held state-sponsored fire schools.

He is a certified instructor and arson investigator, and has certificates from Beaver, Butler and Lawrence county fire schools.  He has been director of the Mercer county fire school since it was organized in 1958, and was the first president of the county Fire Chief's Association, and has been it's secretary since 1962.

Rapp was county chairman of the state fire conference at Lewistown from 1966-69, and presented a one-hour program at the 1969 conference.  He was co-chairman of the industrial workshop of the fire department instructors conference sponsored by the Western Actuarial Bureau, held in Memphis, Tenn., from 1966-69 and Kansas City, Mo., 1970-71.
