From Dave Ludwig 1999 research:
From "Roll of Honor No. 3 Names Of Soldiers who died in Defense Of The American Union interred in Arkansas...... Washington: Government Printing Office 1866." (from information compiled by the Quartermaster General's Office.) He's listed as no. 221, which appears to be an alphabetical numbering of the dead.
An elaborate certificate!
And well preserved. (thank you.)
Reuel's name is on the left, about half-way down.

Details from the certificate:
Although the bottom of the certificate seems personalized for Reuel Ewer, the footnotes on the lower right of the certificate are not specific to Reuel Ewer, but rather to other men in Company "C."
Also enumerated on the certificate is Reuel's (probable) half-brother, Isaac, also a member of "Company 'C'."
