David,
I checked ou the Commissioner of the Indian Trade and could not find
anything on Payne in the 3 volumns I have.

I checked Pendleton Files and came up with this:
Jessie Hall Payne b. 4-5-1824 Lick Creek, Green Co. Tn, married Mary Mavan
Evatt b.11-26-184-30 d, 6-10-1876, children:  Julia Missouria 10-27-1853
Julia M Evatt 1856, William B. 1857 Walker Co., Ga., Sarah J. Whisenand
1859, Thomas Riley b. 2-15-1861 Rock Springs, Ga. married Carrie Eda Roland
12-30-1866
