I've not had too much luck with many of my relatives but I can remember when 
I was younger that many of my relatives thought that social security was 
welfare and they weren't going to accept welfare from the government.  And I 
know that they certainly could have used all the help they could receive.  
We're talking about second generation civil war vets children.  It seems that 
only in the last 35-40 years have people been willing to trust the federal 
government more.  Maybe that's why many of the census records are so 
inaccurate.  The mistrust of the government.
