Hello!  I am new to this mailing list.
    I ran into the exact same situation with trying to obtain records from SC State Hospital while living in Columbia 8 years ago.  At the time I was working at Baptist Hospital.  An OB/GYN  surgeon that I worked with over heard me talking to a genealogy friend regarding the State Hospital "dilemma", and told me;
"If you need the records for a medical reason, such as if you are trying to accumulate medical records because you are pregnant, that you can get a court order to obtain the records."
    When I explained to him that I need the information for genealogy...well, you can imagine his laughter!
