   Information on early South Carolina citizens is scarce, particularly 
in the
colonial period. The "engrossed acts" preserved in the South Carolina 
Archives
contained names of the men eligible to serve on the colonial and early 
state
juries.
   Jury lists were compiled in the following years: 1718, 1720, 1721, 
1731,
1737/38, 1740/41, 1744, 1751, 1757, 1767, 1777, 1778, 1779 [two], 1782 
[lost],
and 1783. Jurors were named in the parish of their residence. Men paying 
at
least five Pounds tax the previous year were named as Grand Jurors as 
well as
Petit Jurors for their parish or district. Those men paying a lesser tax 
were
named as Petit Jurors only. Some citizens of Charleston were named to 
serve as
Special Jurors.
   The calendar was corrected during this period. Thus two jury lists 
drawn up
in the early spring were enacted in years dated 1737/38, and 1740/41. By 
modern
calendar arrangement we would call these years 1738 and 1741.
   Two jury lists were intentionally omitted. Recently published and 
indexed as
THE SOUTH CAROLINA JURY LISTS, 1778-1779, by Mrs. Ge Lee C. Hendrix, 3 
Acorn
Court. Greenville, SC 29609, and Mrs. Morn M. Lindsay.
   Colonial tax acts placed a low tax rate on land, and high tax rates 
on
personal property, slaves, business merchandise and equipment. Thus a 
Charleston
shopkeeper paid more tax than did a large land owner. Since the amount 
of tax
paid was the basis for eligibility for jury service, many known land 
owners will
be missing from the jury lists.
   Other citizens, important in the workings of the colony, will also be 
missing
From the jury lists. Excluded from jury call by law were the ministers,
attorneys, civil servants, members of the Assembly and Governor's 
Council....
   These jury lists prove legal evidence of residence, property 
qualification,
and civil service during colonial and early statehood periods. To make 
the
information available, the names of jurors have been arranged in 
alphabetical
order, with chronological entries showing their appearance on the jury 
lists, by
parish or district; and Grand, Petit, or Special Jury listings....
   The original lists were recorded in parishes, districts, counties or
geographic areas, and all jurymen residing in that particular region 
were listed
in random alphabetic order....  There were three additional parishes 
which were
created prior to the Revolution: All Saints; St.David, and St.Luke. No 
jury list
was ever found for these parishes.
