Yes.  The Census is taken by the Federal Government.  You are allowed to
make as many copies as you are willing to feed the copy machine at the
National Archives where the microfilm copies of the Census are open to all
to look at and copy.  You do not have to be concerned with copyright.  The
copies at the libraries are copies of the the original Censuses.  There is
also a microfilm copy of the original Census in the State Archives.  When
the Census were first microfilmed, a copy was kept in Washington, DC at the
National Archives and a copy was sent to the State.  There are copies at
most libraries of local Censuses.  Sometimes, the local copies are better
than those in Washington--they haven't been looked at by so many people, so
many times.
