I did not answer right away, because my information is a little vague and does not apply to North Carolina, but seeing no other, here's my contribution: In Virginia, the commission of the peace issued by the governor named the county justices (also called justices of the peace) who composed the county courts. Certain justices were named to the quorum, without whom the court could not sit. I don't know whether the justices were named to the quorum on the basis of seniority, or knowledge of the law. I don't know if the court could sit with just one member of the quorum, or if a certain number from the quorum had to be present.
