Elsie,
    Yes, you can go there in person.  I went a couple years back with a
friend of mine.  Also, if you do not need a certified one, you can obtain a
copy from microfish at the SC Archives for a very small fee.  At the Vital
Records Office it is either $8 or  $12 for a certified copy.   You can get
birth or death certificates only for years 1915 forward.   Not sure what
year it ends at the Archives...maybe 1940?
