Try asking someone at the SCGS.  You can find names and at least one email

COLUMBIA CHAPTER, SCGS
The Columbia Chapter is continuing to accept applications for membership in its
heritage program. Founding Families of the State of South Carolina. To qualify
for membership in the Founding Families of the State of South Carolina, the
applicant must directly descend from an ancestor who settled in South Carolina
prior to May 23, 1788. The applicant must be able to prove descent from the
ancestor (male or female) by an acceptable record or records for each
generation, including proof for the applicant. Current South Carolina residency
is not a requirement for membership.

Applicants who qualify and are admitted to membership in Founding Families will
receive a handsomely designed certificate signed by the Governor of the State of
South Carolina and issued by the Columbia Chapter of the State of South Carolina
Genealogical Society. The certificate features the applicant's name and the name
of the applicant's ancestor. For information and application, please send a SASE
to Columbia Chapter, SCGS, Inc., PO Box 11353, Columbia, SC 29211-1353. Deadline
for application is December 31, 1998.
