If I am not mistaken, these records can be found in many university 
libraries around the country.APSU in Clarksville,TN, and( I believe) here in 
Columbia,SC at Thomas Cooper Library on the USC campus are two that come to 
mind.I am doing this off the top of my head, but I seem to recall that the 
library receives a special designation, ie: 'Federal Depository' or 
something like that.
I just checked 'The Source' and it says that the records can be found in 
MOST university and public libraries.
