From Walter Edgar's newest book, "South Carolina, A History", 1998:

"Nine townships and one semitownship would be established in South Carolina 
by 1759 and another three before the end of the colonial period.
The nine original townships, all with access to navigable rivers, were 
Purrysburg and New Windsor on the Savannah, Saxe Gotha on the Congaree, 
Orangeburg on the North Edisto, Amelia near the juncture of the congaree with 
the Santee, Fredericksburg on the Wateree, Williamsburg on the Black, 
Queensboro on the
Great Pee Dee, and Kingston on the Waccamaw.
The semitownship was the Welsh Tract, which was laid out adjacent to 
Queensboro. The three townships created during the 1760's were Boonesborough 
on Long Cane Creek, Hillsborough at the confluence of Little River and Long 
Cane Creek, and Londonborough on Hard Labor Creek.
All of the newer townships were on tributaries of the upper Savannah. Some of 
the townships originated as requests  by individuals of a particular ethnic 
group, and others would become identified with a particular nationality."
