The Commissioners of the roads in the parishes of lower South Carolina operated
under regulations made by South Carolina legislative acts. Originally consisting
of 11 members representing different sections of St. John's Parish (Berkeley
District, S.C.), the Commission was later increased to 17. The Commission had
charge of roads, four causeways, four bridges, and the approaches to two
ferries. Property owners were required to contribute the work of all able-bodied
male slaves between the ages of 16 and 50 for three working days during the
working period or were subject to fines.

Three volumes of records contain minutes of the meetings of the Commissioners of
the High Roads and treasurer's records kept by Isaac Porcher and Robert
McKelvey. Volumes 1 (1760-1798) and 2 (1799-1836) include lists of the names of
the owners, aged 16 to 60, of male slaves, and the numbers of slaves and whites
supplied for work. Maps showing roads are also included. The Treasurer's book
(1825-1853) contains both expenditures for salaries, postage, and other
expenses; and revenues received from fines, licenses, bonds, and other sources.
