COUNCIL OF ELDERS - NORFOLK ISLAND 1896-1903 -------------------------------------------- On 15 January 1897 by an Order in Council, the Government of the Island was vested in the Governor of NSW, with the advice of his Ministers. Government of the Island, in the absence of the Governor, was in the hands of a Chief Magistrate, appointed by the Governor, with a Council of twelve "Elders" of 30 years of age or more, elected by the inhabitants.
