Highland County was named because of the highlands between the Scioto and Little Miami Rivers. The surface of the county is rolling to hilly.

Hillsboro, the county seat, is the birthplace of Milton Caniff, would famous cartoonist, whose Steve Canyon cartoon strip is seen and read all over the world. The county seat was name for Lord Hillsborough, Colonial Secretary of the British Government.

Principle industries include; printing and publishing, leather, food, transportation equipment, farm machinery, bank equipment, wearing apparel, hogs, dairy products, cattle and calves.

Probate Court has marriage & death records 1867-1909, birth records to 1905; Clerk of Courts has divorce & civil court records from 1832, some naturalization and adoption records; Health Department has birth, death & marriage records from 1909; County Recorder has land records.
