CONGRESS OKEHS JOHN DAY DAM OVER IKE'S PARTNERSHIP PLAN
"Now we know what to do."
These words of reflect spoken by Emmet Clouse of White
Salmon indicate reaction of the Klickitat County PUD to news from Washington
last weekend that Senate and House conferees agreed Friday night to appropriate
$1 million to start construction of John Day Dam this year.
The announcement climaxed a five-year stalemate between
the Eisenhower "partnership" power policy and Democratic members of Congress
from the Pacific Northwest.
The clear cut victory for public power also nullified
the Klickitat County PUD's application to build and operate John Day dam.
However, PUD Manager Clouse said Monday: "We hope to convert our Congressional
promises into a commitment of power from John Day Dam."
Highway 8
The PUD's first job will be to build a transmission line
from Goldendale to the damsite, four miles upriver from Maryhill ferry.
This line will provide power during the construction
period and later serve as an alternate source of power to Goldendale, Clouse
stated.
Now that the dam is no longer a political football, the
Washington State Highway Dept. must either rush completion of an adequate
modern highway between Maryhill and Alderdale or write off most of the major
economic benefits which this multi million dollar project will bring to the
Mid-Columbia.
Hydrogauges
Although the Klickitat county PUD still hopes to gain
a large block of industrial power from John Day, it is not neglecting another
source of commercial kilowatts.
The PUD Commissioners have approved the Installation
of three hydrogauges to measure the velocity and volume of water in the White
Salmon river at Husum, the Alloway ranch and Nine Foot creek.
Participating with the PUD in the year long project is
the U.S. Dept. of Interior, Division of Geologic Surveys, and the Washington
State Dept. of Conservation.
In releasing the above information, Clouse announced that Klickitat
County PUD would be host to the Washington Public Power System at Goldendale
today.
The 14 PUDs belonging to the WPPSS will consider amending
a resolution to permit their filing on the Richland dam, the last available
site between McNary and Priest Rapids dam.
